For many motorists, the only thing more frustrating than finding a parking citation on their car, is finding an immobilizing boot attached. These devices are employed for a variety of reasons, but mostly it's the result of the vehicle having accumulated a certain number of unpaid parking violations. 

There are a lot of problems with this technology, frustrated motorists can do serious damage to the device, the car, and even the road if they attempt to drive with the boot attached. Furthermore, they are clunky and difficult to install quickly. They are almost as much of a hassle for the enforcement operator as for the motorist.

A new product, The Barnacle, aims to solve that problem. Rather than being placed on a whee, this device attaches to the windshield, completely obscuring view, using a powerful suction device. Weighing only 20 pounds and being very mobile this device can be easily installed in a matter of moments. 

Once installed the motorist can call and pay the parking violations, at which point they are given a code to enter on the device which will unlock it. They can then remove the device and have (usually) 24 hours to return it to the city. This more convenient removal process is reported to have increased the speed by which overdue fines are paid.
